Dogs Act 1996

This act makes it an offence for dog owners to let their dogs foul on footpaths, play areas, public parks, recreation grounds, grass verges or greens and leave the waste (e.g. it must be cleaned up by owners).

Concerns should be directed to your local Environmental Protection Team and the act applies to any land in which a member of the public has rights to access, including some areas of private land.

It doesn't apply to areas of moor, heath, marshlands, or specific rural commons or roads that have a national speed limit of over 40mph. Dog owners must clear up dog mess using a suitable container or bag and place in a suitable bin unless they are a registered blind person (who are exempt).

Fines can be imposed for failure to uphold this (max. £1000) and 'on the spot' fines of £50 are possible.
