Anti Social Behaviour Act, 2003
Relatively newer piece of legislation that came into force in January 2004; part of the Governmental 'Together' campaigns. The legislation gives County Councils, Housing Action Trusts the permission to help manage neighbours from hell by applying for anti-social behaviour orders (ASBOs).
Other areas covered include 'closure of crack houses', the power to move on groups or gangs that are involved in harassing/intimidating behaviour, air gun ownership restriction, new offences for possession of air weapons or firearm replicas in public places, penalty notices and their extension for disorder to 16/17 year old young people.
Also gives new procedures to Local Authorities to deal with complaints regarding high hedges (e.g. Leylandii).
The AntiSocial Behaviour Act, 2003 also includes some new laws to manage issues such as pavement cycling, truants and truancy, nuisance neighbours, 999 calls made as hoaxes, fireworks, public drunkenness/disorder, crack (drug) houses, gangs and those individuals involved in begging, etc.
